You can't validate through won if you use steam.

And your CD key may be invalid, meaning that you
a) Use a keygen aka. don't own a copy of HL/CS aka. using warez, or
b) The key was blocked by valve because of another reason (cheating...) or
c) You misstyped your CD-key

Sin Goku ... then HL would have told him that his CD Key is invalid ... and not that he's not connected to WON

Torlons solution sounds much better
If you run on steam, you can't connect to WON servers ... if you typed in an IP of your friends, or tried joining with Gametiger or All Seeing Eye
