Help with Video CD screen size

Whenever I get my movie files and put them onto a video CD, when I watch them on my T.V, It cuts out a bit of the sides, top and bottom of the video, so if I have a VCD with subtitles, I can only see the top half of the subtitles. Does anyone know how I can change it so they burn to the right size?

The burning programs I have are Nero and Sonic "My DVD".
The screen ratio on my DVD player is 4:3 and I can't zoom out anymore.

is your tv 16:9 maybe? cuz it might have 'smart-zoom'(or any other term by another manufacturer) enabled if you're watching a 4:3 show on a 16:9 tv..

I believe the aspect is fixed for vcd's. but i'm not sure on this.

No, my TV is 4:3. I dont get it. When I watch DVDs I can zoom out so the picture is 16:9, and I can see it all, but when I watch VCDs I can only start at 4:3 and zoom in.
