Help me with ESF 1.3 (and 1.2.3)

I have both CS 1.6 and Half-Life, but when i start up Esf 1.3, it randomly closes!

For 1.2.3, Whenever i try to join, it says something about protocool 48!

For ESF 1.3 you need Steam.
