Not to offend you or anything, but this is a primarily English-speaking forum, so I'm pretty sure 99 percent of us don't get the joke. ;x

Going by the picture, I think the joke is they don't have cars (Don't bother correcting me. I don't care.), so the light is telling people when to stop or go in the way our traffic lights tell our cars when to stop and go. The problem I have with my theory is there's a traffic light right next to it with 3 lights, while the one facing us has two, and is obviously meant for pedestrians, so I'm pretty sure I'm wrong.

I will correct you, because it's kinda obvious what the pic meant. Both lights are on at the same time. Usually, one is on when the other isn't. I thought it was rather.....obvious...

Someone tried to get out of their apt on a fire escape in the building I lived in when I was younger, and the entire thing collapsed and he and his wife fell to their death from 5 floors up. So yeah, that's nothing. You at least know what to expect with that.
