okay here's my problem/situation. I have a 64mb gfx card, and a 1.5 ghz pc, so why can i only run at ike 60fps? I know it must be some sort of filter on HL or something. Help would be much appreciated, thanks.

Its vertical sync. To turn it off goto display options > settings > advance > click on the tad with the name of your video card on it > goto open gl settings. There should be a part with Vertical Sync on it and beside it, it should say on by default, change it so it says always off.

Also when in esf bring down the console and type fps_max 100 to get the maximun fps allowed on the half life engine.

nope ...
it's a/ the 60Hz bug of current NT systems
everytimes you start a game which makes a vid_restart your screen goes 60Hz

search in the internet for a application called "Reforce" ... it'll solve the problem
if you don't find it, ask me, I'll send you the 60 kB ;)

if you've got a 72 Hz bug ... read what Hsu said ... HL has default fpx_max to 72 ;) ... the next max will be your max frequency of your screen in this resolution
