No, it hasn't been released yet. The first screenshot just proves that it's being tested at the moment. Not to mention that ESF modifications aren't supported here, and neither are discussions pertaining to them.

The people that are interested in ECX would obviously know that, since they're all on the ECX forums. So why would you post this here?
ECX has had servers before Open Beta was even released, and the servers were always password protected, giving the indication that it's not complete, and ECX is testing. Therefore no it has not been released and this shouldn't be the place for you to post that type of news.
