Dragonballs?

ok i ventured and found the dragonballs section. I went to the trouble of gathering them all up and putting them in one place only to see them glow... Yay, glowing balls, Wheres the dragon with my wish, has this not been added? Thank you.. bye

sorry this question has probably been answered a million times but i just cant seem to find it. Whenever i try to wish i get a spawn error for the dragon. Any help would be greatly appreciated.
