If you've searched and couldn't find anytopic over what your looking for then it is ok to start a new thread.
And threads get closed for stupid conduct, if the thread has been revived from along time ago, or if a question has been awnsered.

It's the mods policy. If they find a thread inapproprete, then they will eather A. Close it or B. Delete it. There is no specific answer to your generic question.
