When you are loosing ki (you have less than 10 hp) in saiyan state, quit transformation (x) and you will se something weird...
What i mean, you have 5.000.000 pl (perfect), get onto saiyan, suffer enought damage, start loosing ki.. well, there, lv down and you will se your original pl (5.000.000) didn´t decrease.... AND, if your original pl is decreasing.. when you get your min saiyan transf, get into saiyan and ALL your pl will restore to max you got....

this isn't really a bug

yes it's true ...you've a base PL ... and everytimes you transform you get it back ...

if you've 1 HP in SSJ state and descend you empty HP ...

but it'll bechanged it B1.1
