big pack 8.4 problem

[ESF Super Man]

I installed big pack 8.4,but it doesn't work.I know it because i can't go ssj4.Here is what i've did:
Chosen Goku(training suit)as character.
Made him have 15 mil PL.
Lowed his hp to 9.
Pressed Z,but He only became ssj1.
I've tried even transforming in front of moon,but nothing.
I want to know what's the problem.
Big Pack 8.4 installed incorectly.
The steps above are incorrect.

If i were you i wouldn't get big pack well anyways just uninstall your big pack install it again get 12mil or higher lowed hp at least at 15 or lower press z press z again to go ssj3 kidgoku and then wish for moon and look at it and press z and there you go ssj4 goku.
