lol, i dont think its a bug, i think they were trying to add a little joke there wou could annoy the dragon or make another player stop your attempt at a wish (good idea) but obvisouly they left it untouched and even forgot to add an animation, thats why it just goes all over the place when you shoot it because its god no animation ^_^
