I think that a whole lot of characters could be added for 1.3 or 1.4. But you'll need some moves and modelers willing to do the job.
Although moves would not be a big issue only creating the models.

Umm yea, if 16 was in the game, he wudnt have no beam attacks, if u notice in the DBZ he never fired a ki ball, shot a beam, all his attacks were technolgy base, so he didnt really have any KI at all, he was a different model 2 the other types of androids, like Gero was a absorbing Android which cudnt generate its own KI and Android 17 and 18 had unlimited KI, though that wasnt mention in the series so that is a big argument type topic, but keep in mind this is about 16 so yea dont really respond to that one, you cud add him, but since ESF want to keep the game based of DBZ as much as possible, you wud have to take out ki ball and generic beam, but he still wud have a few gud moves so i guess i wudnt complain too much if he was added

Maybe there should be a "16 Modeling contest" to have a decent model.
