Try opening up the server and changing the cvar variables while your inside the server, after doing this, restart the server by typing *gasp* restart in the console.

If the liblist wasn't point to metamod then metamod wouldn't be coming up with an error. I am assuming he wasn't stupid enough to leave something else, especially when there's only 2 lines. Most likely, you didn't put your metamod.dll in addons/metamod/dlls that should solve the problem.
