You're somehow trying to connect to a LAN game's IP... connect to an internet game to play online. That's the problem with STEAM, not ESF Tool. Go to EDIT > SETTINGS, and switch to WON and click the "WON Default" button once (which will update the master server field).

That problem usually occurs when the video mode you are trying to use, is either not compatible with your graphics device - or is not configured properly/is causing an error somewhere. Try using other video modes at stable resolutions, and see what happens.
