Unfortunately ESF is alot like the real world, and it's not what you know, it's who you know.
No fair, Gr00vy made me do it for a mile ;.; Basically, yeah, you need to be an active member of the community and have visibility for a long time. You also need to show commitment to ESF and the community as a whole.
