Make it bigger by resizing the image. Use an image editing program, such as Adobe Photoshop.

edit-imagesize it will loose quality but you can also duplicate that layer and go to filter-sharpen-sharpen and play with the layer opacity

You can get one of those Pro Image Resizers that does not mess with Quality.

I cant remember the name.

Also for Sig Backgrounds I would suggest Deviantart.com

People usually make their backgrounds themselves, that is, if you have access to any graphics program. o_o
