I think this would balance the game a little bit more

Power Up works like this: When you are normal form it is a 1.5 multiplier and gives a bit of health and speed. When you are in a super form you can still use the powered up form but it drains ki constantly (about as much as it does to fly).

Very powerful beams can be beaten because of the multiple power struggle code being put in.

Goku (Starting PL: 400 Starting Speed: 200 Starting Health: 100)
1. Kaioken (Health: - 10-40% Speed: + 2-100% PL Multi: 2-100%)
2. SSJ 1 (Health: + 30 Speed: + 25 PL Multi: 2)
3. SSJ 2 (Health: + 30 Speed: + 25 PL Multi: 2)
4. SSJ 3 (Health: + 15 Speed: + 40 PL Multi: 2)

Kaioken works like this: It is a selectable skill not attack (number 8 or whatever). When you activate it, you gain a random percent of speed and PL and lose a random percent of health for 10-20 seconds. Or you could have it give fixed percents but it goes away after one attack (Beam, etc...) .I think it is balanced because almost everyone else can power up or has 5 forms. When it says 2 to 100 percent it means of your current PL so its not 1.5 or anything fixed. Your PL could be doubled or increased by a small amount.
