Adobe photoshop would be my guess, but perhaps you can use GIMP for it as well

The background actually consists of several images which when positioned make a the full background. I've toyed with it in the past and I wasn't able to get it to work without splitting the image into smaller ones. This makes it a little bit of a hassle to sort out, not really a simple image replacement.

I wouldn't be surprised if somebody else knows how to do it, I'm not an expert by any means.

First change img size to 800x600 (jpg) and next use this program BG-Creator

Actually the background are TGA files.

Size is 256x256 so making a grid of that size is what you want. Then you have a file named gackgroundlayout.txt

In there you tell the position and names of the files.

You can check all of that out in the esf/resource directory. You can allso download an allready existing BG from esf-world and see how its donne with just the background files without the loading BG files.
