Can't find any servers!!!

I can't find any servers to play on. The version of the game is 1.2.3 which is the latest. I turned off my software firewall and my antivirus and still couldn't get a connection, though I do have a router and that may be blocking it. And if so how would I fix the problem. Help would me much appreciated since this happened to me last time I tried installing it. The first time I installed it everything worked and I was able to play and then all of a sudden it just stopped finding any servers to play on. Maybe this is problem that I am having right now is the same one that happened the first time I installed it.

are you able to play any games via Steam servers?
like counter strike or any multiplayer game?

I don't have any other games from steam. I only have half-life 1 and I can't even find any servers in half life 1 or esf.
