YANQ (Yet Anothet Noobie Question)

Ok, ive downloaded a couple of plugins (dust effects), and have put the .amxx in the esf\addons\amxmodx\plugins\ folder. Though when i run the game nothing seems to change. I guess im supose to do something else?

Add the name of the plugin to the bottom of "plugin.ini"

No, I don't. So I guess i need to install that to get the plugins running... Although I would like to know if installing these plugins will effect the game structure in any kind of bad way, or if it would effect the updating to the new 1.3 version. I wouldn't want to screw this wonderfull game up...
