It's a flag, I believe. Just like +o gives a user OP status, +b gives them the banned status. :3

+b is the "banned" channel mode on irc

mIRC isn't IRC. mIRC is a featureless IRC client for Windows noobs. (without decent scripting/SSL support)

IRC is a protocol older than the web (the HTTP/S protocols).

Now if I kicked him (or had "kickbanned" him instead of just banning him), he wouldn't be able to rejoin the #minion channel.
