Which program can oper DAT files?

Im searching for a program that can open, edit DAT files.

Which program creates/uses them?
Is it cleartext? Try opening it in a plain text editor (like Windows Notepad).

This may help, but as it says, the file could be anything (everything is data, lol). Not being a standardized file format, and without any context, it's hard to tell.

THX, i found what i was looking for. It's Allegro program.I will use it to create my own game in Breath of Fire 4 engine! Mabey even DBZ.
