I think Masta explains it pretty well in his news post on the main site. It is basically just an upgrade so that there are more options for spectating.

Basicly they just improved on their SDK they had and now spectater mode is great.

SDK = Source Developer's Kit

And it's not just the source code, it's also explanations on how to implement your models and stuff. All the basics about creating your mod is in there.
