A low ping is better then a high ping. Ping determines what speed you can send and recive packets to and from the server. Ping will differ for you depending on where the server is located (So say for example that you wanted to play on a server that was hosted in America & you lived in europe, you would have a high ping also depending on your internet connection speed aswell).
