First, start a server and type in "sv_cheat 1" then type in "restart". Once the server restarts then type in "powerlevel [insert number]".

Anyways, here's what you do (assuming you want it every time you start a server):

1. Add "sv_cheat 1" to your listenserver.cfg or server.cfg files, without the quotes.
2. Start your server.
3. Type "powerlevel <value>" into the console, without the quotes, replacing <value> with a number.
4. Make a lot of people angry by abusing it.

It's buu's absorption technique, but It's not done yet.

if the server enalbles sv_cheats to 1 and restarts then all the the guys on the servar can do it
