I was also "raised" on the English voices, so most of the time, if I watch subbed episodes/movies, they do sound weird. Maybe if we could get the cool Japanese voice actors, and the cool English voice actors together, and make them do both Japanese and English versions for the mod....

That will be better, mix the two. I admit some voice are anoying in jap, but some are bad in english too....solution, keep the good japanese voice (vegeta, piclo...) and the good english one (cell...)
