That means it's a LAN game not an Internet game. You can't join it unless you're on his LAN (Local Area Network).

lol. if you have an illegal CD key from HL (and it doesnt work), then you'll get "Steam Ticket Expired"

as long as you can login to steam just try other servers.

do not ask for cd keys or anything of that sort - that is considered warez and will get you a warning.

you do need steam to play ESF online.
The standard version of steam works with ESF, providing you have a legit cdkey (condition zero alone will not work)
