Vegetto is not a character in the game, which is why you cannot select him.

You can get goku by fusing with vegeta by going to http://corona-bytes.net and going to forums and download it there. Glad if that helped. Oh yeah you have to get Potara Earrings in order to use and you have to be in normal form. As in NO SSJ.
