The energy bind is simple. It's a move that you fire off at an enemy. A quick charge, as quick as renzoku maybe. The binds fire off as a projectile (you can't control them). If they hit an enemy, the enemy will get flung backwards as if they were thrown. This will only last a few seconds, slightly longer than the throw of 50% intensity. After catching the enemy, the attack will attach them to the nearest surface for a time of a few seconds. Enough for a gallit gun to break open their asses.

That being said, I have always thought that Vegeta's PL needed tweaking.
The problem of there not being enough moves in the game for ANY character could easily be solved by my very old suggestion of having a few different versions of the different attacks (i.e. a Gallit gun that works like this one, or a gallit gun that is bigger and when hitting an enemy, would have the enemy stuck on the beam head for damage into a wall, etc.).
Vegeta does need a little work. I wouldn't mind his transform being so tough to get if her didn't have so little in the beginning.
