Yeah i've noticed that aswell. But there is not that bad. I'm sure that you won't even see the antennas when plaiyng. Dunno if it can be considered a bug.

Piccolo never had his antennae sticking out of his turbin.

For the screenshot, I think it was a modeling mistake.

They probably made Piccolo without the turban + cape model first for his trans model, then added them for his first form and forgot to delete the antennae. It's an easy fix and seeing as it was pointed out in the POTW thread this pic was featured in, I wouldn't be surprised if they already fixed it.
