First of all this tutorial wsn't made by me! It was made by a guy in a DBZ Portuguese forum...I just have translated to Eng.
Second :It's a very basic tutorial mostly used for begginers!
Ok Let's go
1st:Open a new document with a normal sign dimension(example:350x150)
2nd:Choose a render.
3rd:With Sngle Column Marquee Tool do a selection in the middle of the render and press Ctrt+J, Crtl+V and CRTL+T and drag for both sides.
4th
ut the render with the layer in first then join them and duplicate them.
5th:In the duplicated layer go to Filter-Blur-Gaussion Blur(3px) and then go to filter-Brush Strokes-Sprayed Strokes
6th:Click CRTL+F two times and change the blend of the layer to overlay.
PS:The sign in this tutorial is to light coz of the render...
