lol the skin looks like chibi tien =P..
ahem..well...eyes are too big and the mouth is way too wide, also that chin thingy is kinda wierd.

Oh my god, someone is making a Tien model. This is cause for celebration.

I'm pretty sure you have another 94 pollies to work with if you want to plug them in anywhere if something doesn't look right to you. The arms feel like they should be a little bit bigger around to me but they aren't bad. I think the head should be just a little thinner too.

i like the model but, i don't think the skin is getting the feeling of Tien across. His eyes are way to big and maybe give him a more mean look

It looks pretty good... However the eye on his forehead is usually slightly closed. So it'll be a straighter line on the top, instead of curved. His mouth is way too big, aswell as his eyes. Serious adult characters, such as Tien, will never have a mouth bigger than the distance between their eyes.

And speaking of eyes... You need to work on making them smaller and more focused. These eyes make me wanna go "Omg! He's so cute! I want snugglez with Tien! =D" Take a look at more refs. You have the general shape of his eyes down, just not the character or proportions.
