"This game is currently unavailable" at a Virtual Machine

I recently installed a Virtual machine (VMWare) with XP on it. I installed Steam on it and copied over my Half-Life files and launched steam. It was able to detect Half-Life just nicely. But when I attempt to launch it, I'm getting the error that the game is currently unavailable. It's connected on the internet just fine, the cache is also fine, and I can't figure out what the issue is. Any idea?

try doing a steam update removing the cliantreg.blob in the steam folder

It's a fresh install, so I doubt that's the issue. But I also tried it before I made this thread. Heck, I removed 80% of all my steam files for it to re-download / re-update..
