Can i with goku or vegeta or any character have a 2nd transformation,like can i transform to ssj3 in the actual esf version? I just dont know.

All transformations from DBZ will be included in ESF, along with some new character.

Everyone can go only SSJ at the moment. When you're picking characters look at their transformation level. After you hit that PL, press (default) 'Z'.

when 1.3 comes out do I haev to redownload the game or will steam auto update?

download ESF is not suported from the side of Valve tahts why it wont autoupdate
