Actually, now that Mkilbride mentions it, an ability to power up Freeza to 100% would be pretty awesome. It would be one of the few non-attack abilities in the game. You could also incorporate it Freeza form 4's KI regeneration button. Whenever you a regenerating KI, slowly (by that I mean really slowly) his power will rise (and he'd get more buffed). Downsides of regenerating KI with Form 4 would be accelerated KI loss afterwards, and exhaustion. And while not regenerating KI, your power will slowly fall again.
