Setting up server, need help.

Dose anyone know if you need to buy HL in order to run a dedicated server for esf?

UPdate: I bought another one anyway only $10 now adays. So I got the ports forward and all that jazz. Except no one joining. SO I must be doing something wrong. HAs anyone setup a HL server through a router?

I'm sorry, but that dosen't help me. I've done everything short of plugging the server directly into the modem. I've even been to the steam support sight and did what they had wrote. I really need to someone whos made a server and had it worked on a router.
