It is supposed to be like that....It runs in DOS and is a pain in the arse to use.....hopefully I can help
Make sure that at least your HLDS
shorcut has some commandlines
"C:\Sierra\Counter-Strike\hlds.exe" -game esf +maxplayers X
where X is the maxplayers
Other useful crap:
+map X - Does it's job and chooses the map which is X
-port 2701X - You have to set this or you won't be able to play on it,set it to something like 27016,27017,etc.

sv_maxrate X - Sets the maximum rate the client can use.
sv_minrate X - Sets the minimum rate the client can use

BTW,when it seems to do nothing(adding master server...),that's the time when you can tinker around with the server,that's how user-unfriendly HLDS is,it's mean and of course you can host games......but it's EVIL and unless you know what you're doing you could make your server crash...
