Rurouni Kenshin/Samurai X

Okay. So I have been watching the OVA's for Samurai X. I've seen the 95 episodes before I saw the OVA's. And I have searched the ESF forums, and found a few threads that answered a few questions. Now I have a new question. The OVA's quality is absolutely fantastic. Very serious and none of that goofy stuff like in the 95 episodes. Also the eyes, the hair, the animations. Everything about the 6 OVA's is amazing. So my question is this: Why are the 95 episodes not the same? Were they done by different people? Or did they do the 95 episodes first and then decide to change the art style? Thanks.

To my knowledge it was all done by the same people. Just a stab at the dark here but to me, the reason I think the art style changed, is the OVA's are supposed to be about his dark past, while the episodes are supposed to be the lighter, funnier side of him.
