ya i used a tutorial for this but i gave it my own edge.
rate and c&c plz

and before all of you are gonna complain about filter usage. i DID use the stylize > wind filter.

try using the dodge tool on the ermm...mini-...tails of the rings X_x make them smooth

I think us etted one hardlight layer or?
anyways the wind effect u setted to the ´left way.. is kinda others then the smudge (what ever u used) for the other effects (like going down wind). its noot that smoth!

may u use blur for the edges...i think its will be betta

i rate it with: 4/10 (really could imrpve alot!)

-An aura around the rings (if u like to)

Crits:
-Wind effect onto the leftside is not that smooth as the wind effect wich is smudge
-use blur to smooth the edge´s

do something about the font >.<, but i suggest putting, dark blue grunge somewhere (maybe in a corner stretching to the middle and fading out) would make it look alot better
