I found this method on an Israeli gaming forum [www.3dv.co.il]
It worked for me, so what the hell !

It says that Half-life is using an outdated opengl driver..
ATI Graphic Card Users :
http://www.laviefamily.com/atioglxx.rar
Nvidia Graphic Card Users :
http://www.laviefamily.com/nvoglnt.dll
Download these files according to your computer,
these files should replace the file called "3dfxgl.dll" in your GLDRV folder
[Usually -> C:/Program Files/Steam/Steamapps/username/Half-Life/gldrv]
1.) Download the file
2.) Rename it to "3dfxgl.dll"
3.) Copy it to your gldrv folder, replace the old one with the new one
4.) do not touch the text file , it is most important.
5.) Restart steam, you're good to go!
[I'm getting 450 FPS in ESF]
