Well thats my idea,but i dunno about the low tranforming people,yet i think it should be set up liek this,and just even out PL's like this

No GT transformations, and the wya you have the PLs et up would make each character capable of transforming into the next level once they transform. You see most characters' pl doubles whent hey transform so whent hey transform they will reach they next level and transfprm again, and so on and so on.
