Procedural texture mind-frackery, my guess.

Certain games, like Crysis, randomly generated terrain texture based on certain base textures called onto world geometry based on things like elevation, so there isn't an actual texture for any given map. This looks like what may happen if the conditions set for that were to have a rather epic exception of some sort, choosing random spots of the terrain to have random texture assignments.

That's my guess anyway.
