Plasma Beam Tutorial

I'm looking for a plasma beam tutorial, for photoshop, I know someone has used the one I'm looking for in there sig. (I've already done a Google search, and nothing came up)

NE one know of this tut? Or if the guy who has it in there sig would like to tell me where he got it, it would be much appreciated.
