Oblivion wasn't pulled from the shelves. It was re-rated from Teen to Mature. Not from Mature to Adults Only. There's no reason to pull a merely "Mature" game--plenty of games are.

There was no content to be unlocked in the original game. If you looked through the meshes, there was no nipple.

Rather, sexual content (full body shots), were accessed by modifying skins. A modder even says that they can't get the lower reigon right, because all the underwear skins are the same, so if they skin it to look like a humans, the orcs will get human "reigons".
