Can i have ESF ECX R2 AND ESF 1.3 OBF installed at the same time?

Yes, but you'll need to have the folders named differently, and that's already the case (OB:F folder is named esf_openbeta) so you should be good.

P.S., I just download the installer for ESF OB:F and run the install like any other game right? since its automatically named as a diff folder?

Yep. All you have to do is restart steam after you're done installing. ^^
