Well, I know, there are about 6357454 threads about new chars. But I'm going to summorize most of them and re-list the missing characters:

Most important are:
- C16
- C17
- C18
- Tenshinhan
- Son Goten
- Nappa
- Radditz
- Yamchu
- Muten Roshi / Jackie Chun
- Pan
- Ginyu

Quite less important are:
- C20 / Dr Gero
- C19 (
- Chau-Zu
- Paikuhan
- Spice
- Mr Satan
- King Vegeta
- Bardock
- Tao Baibai
- Garlic Jr.
- Cold
- Kaioshin (maybe a bad idea...)
- Kami-Sama alias Shen
- Chichi
- Jeece
- Guldo
- Rikoom
- Bartha

And here are some suggestions on the transformation-stages:
- Kuririn (child) => Kuririn (normal) => Kuririn (with hair)
- Piccolo (old) => Piccolo (son) => Piccolo & Nehl => "Piccogod"
- Son Goku (child) => Goku (grownup) => SSj => SSj2 etc.
- Trunks (child) => FutureTrunks => SSj => SSj2
- Gohan (child) => Gohan (grownup) => SSj => SSj2 => Saiyaman
- Cell (imperfect) => Cell (recovered) => Cell (with C17) => Perfect
- I don't have to tell you about Freezer, eh? ;-)

They are not very important.. the name of the mod is EARTH SPECIAL FORCES!

If you look, alot of them you listed are bad guys or girls. it would be unballanced..

But its quite a good idea to have kaioshin! he rox! lol

i think this r the most important 4 the game, cuz they have the most fans[from those which r missing in the mod]

I didn't say that all of them are needed. I just suggested some. I think 4xMega-Saiyajin is right with everything but one: Radditz is as important as Tenshinhan. He rulz! Nearly as much as Piccolo does...

Hmm... Maybe he would have become a Super Saiyajin too, if Piccolo didn't kill him... No! Bad idea! He could simply have some different stages of transformation. He doesn't change, but his powerlevel does. I think this would be the best

no, i dont think hes important he was only some eps there and if u look at gokus pl now , radditz only has a low pl and no might
hes no main character, i know broly is no one too, but he is a real strengh saiyan and they could put him in very easy !!!

I think Radditz is more important tha Paikuhan (or Pikkon). There has to be a reason, why a whole saga has his name!

Well, that's right. From this point of view Pikkon would be the better decision... But I don't think he is really required
