The only new characters that are going into the version known as "1.3" are Captain Ginyu and his team, and 18 + 17.

Right there. The list of characters that will be in 1.3.

Any character that wasn't in the Dragonball Z series (meaning no Dragonball, no GT, and no movies...so no Brolly) will not be included into ESF, as claimed by many of the team members.

It has been stated that no movie or gt content will be added in officaly by the esf team, but third party mods such as evossj4 or btl will add such content in there mods for esf.
