Just spec just above the OS

No, you guys are too busy making jokes but are failing to realize one very important thing - First I need this pc to be reliable - meaning I need to find good brands I can count on to work for years, that aren't in risk of overheating after a year or malfunctioning fast because of wear and tear.

Yes, I know to buy an intel CPU, but what about the memory company, which HDD brand, what about the mobo - brand and model (there are many), decent cooling, case, which brand for the PSU, how many watt?

You guys are too busy making shallow jokes and fail to realize the most fundamental when you aren't even trying.

Id go for a Intel Dual Core. Getting something clocked at 3 GHz would be good.
RAM - Depending on OS. If you're going to go with Vista/7/8 then you'll need 3-4 (prefferably 4). As for Brands ... Kingston and Kingmax are fine in my opinion.

Keep in mind that the RAM Memory have certain frequencies and are of certain types. You need to make sure the RAM you are buying is supported by the Motherboard and GPU Card (frequency and type compatibility).
Graphics Card - Id say a Geforce 9 or 10 series . 9 should probably do I think.
Power Source - Personally I use a OCZ 600W Power source. Works like a charm. Had it for few years now, doesn't make a sound ,never broke. So yeah I'd recommend OCZ as a brand , however for your power usage... Id say 500 W should be enough. Even if it might be too much , having a good power source never hurt anyone.
Motherboards - I have no idea what to recommend here. Basically the first thing you're interested in is for it to have the socket needed for your CPU. Then obviously the PCI - Express slot for your graphics card. Other than that you need to check the chipset ( Nforce used to be good not sure now ? ) , RAM Slots, other PCI Slots.
Case - Can't recommend anything as I dont know much but you won't be needing anything fancy really.
HDD - 200/300 GBs should be more than enough for documents, music and movies. As for brands Id go with Maxtor / Western Digital. Keep in mind that Cache Size and RPM also matter when picking one.

400 euros tops means you could get a decent gaming system even, could probably go above what I posted there but I just fitted it for office / hd movies nothing fancy.

As usual, peeps want to go overboard with the specs. Even though he just wants to be able to watch 720p/1080p movies and do some standard office work. Any second or 3rd gen i3 will be more than adequate, without a dedicated GPU, a reliable 400w PSU will be more than enough, and 4gb of good quality DDR3 ram should set you back no more than 350 euros, including case and motherboard. Don't have time to configure something for you right now, but just look around, read reviews 'n what not, browse around.

Classified.
And about the HDD: If you've got enough money left and your folks don't need much space, you might want to consider a SSD, Samsung 830 or Crucial M4, that is.
As for "real" HDD, there are really only two manufacturers left: Western Digital and Seagate. Either one will do.

Ah, and for the case I'll recommend what I know to be usable: Sharkoon, Fractal Design, Lian Li. You should, of course, research the specific model you want, some are bs, even from renowned brands.

Everything, really. Except CPU and RAM, that's fine. Although I'd recommend 8 GB for everyone, but that's a matter of taste.

I hope that wasn't aimed at me as I was actually helping

Also if it's only for office use and watching media then stock cooling is all you will ever need and a $5 case since all you need is something to hold it all in

So you got 400$...

:notice: Intel Pentium Dual-Core Processor G850 2.9 GHz 3 MB Cache LGA 1155 - 77,99$

:notice: HIS Radeon HD 6570 IceQ 1 GB (128bit) DDR3 HDMI DVI-D (HDCP) VGA PCI Express X16 2.1 Video Card - 67,99$

http://www.amazon.com/Hercules-Towe...Mid+Tower+PC+Computer+Case,+Black+[HRC-26-05]

:paper: Total: 397,57$

Notice: Your probobly wondering is there really a need for a 8gigs of memory for office work? No... but since they are dirt cheap only 41,99 why not. That GPU is more than enogh to run HD ,Blu-ray movies.
That mother board is an LGA 1155 perfect if some point in your life you want a better processor or you want to take it home at some point. What about Processor i think that procesor is gonna be more than enogh for office work based on reviews it did pritty well against others, Ofcorse you could always put in like an I3-2505 it has integrated HD3000 Graphic but... i had one of those on my laptop i could barly watch HD movies in 720p it laged quite a bit had to turn down to 480p. So if you wanna watch movies on it like HD 1080p or Blu-ray better get dedicated graphic card.

Yes you could go a lot lower on the price if you went with 1st gen. dual cores (LGA775) but since you said your budget is 400$ i tryed to get best for that kinda money (office/HTC build).

EDIT: fixed the link for the case, ty fuzzy.

The graphics card is completely unnecessary. Other than that it looks fine.

/edit: And the case link leads to a graphics card. :D

I'd look at something like this:

CPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16819115078 - Intel Core i3-2100 Sandy Bridge 3.1GHz LGA 1155 65W Dual-Core Desktop Processor Intel HD Graphics 2000 BX80623I32100 $119.99
Mainboard: http://www.newegg.com/Product/Product.aspx?Item=N82E16813157303 - ASRock H77M LGA 1155 Intel H77 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard $69.99
GPU (Optional, could use the Intel GPU): http://www.newegg.com/Product/Product.aspx?Item=N82E16814121475 - ASUS GT520-1GD3-CSM GeForce GT 520 (Fermi) 1GB 64-bit GDDR3 PCI Express 2.0 x16 HDCP Ready Low Profile Ready Video Card $49.90
RAM: http://www.newegg.com/Product/Product.aspx?Item=N82E16820148544 - Crucial Ballistix sport 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model BLS2KIT4G3D1609DS1S00 $40.99
SSD: http://www.newegg.com/Product/Product.aspx?Item=N82E16820147163 - SAMSUNG 830 Series MZ-7PC128B/WW 2.5" 128GB SATA III MLC Internal Solid State Drive (SSD) $99.99
Case w/ PSU: http://www.newegg.com/Product/Product.aspx?Item=N82E16811119255 - COOLER MASTER Elite 370 RC-370-KKR400 Black Steel / Plastic ATX Mid Tower Computer Case 400W Power Supply $74.99
Optical Drive: http://www.newegg.com/Product/Product.aspx?Item=N82E16827106374 - LITE-ON Black 12X BD-ROM 16X DVD-ROM 48X CD-ROM SATA Internal Internal 12X Blu-ray Combo Model ihes112-04 - OEM $46.99

Subtotal: $502.84

25% over budget (assuming you may need a copy Win7 OEM possibly too), however its totally worth it for an SSD IMO, especially as they are now a hell of a lot cheaper. As stated before, ram is so cheap these days that 8GB doesn't hurt and if you want, you could drop the GPU from the system and use Intel's GPU, although there is still mixed opinions about its performance during video playback from review to review (see here), so just to be safe I included a GT520 in the specs above to be safe (and it's fanless/passive too and consumes crap all power, so no need to worry about heat and or noise in that regard). The PSU with the case is easily enough for that kind of a system, so no need to worry about hitting any walls there seeing as the TDPs for all components are relatively low, so you shouldn't have any mishaps.
