Find an audio converter and convert it to a .wav, open it in Microsoft Sound Recorder, increase speed (under 'Effects'), save, convert back to .mp3.

http://audacity.sourceforge.net/

You need to download an MP3 encoding library in order for the program to output MP3s though. (since MP3 is a copyrighted/licensed/blah blah format, and they can't include it with the open-source download of Audacity).

That editor is pr0.
