ITF based schools use the White, Yellow, Green, Blue, Red, Black system whereas the WTF system (World Taekwondo Federation) uses White, Yellow, Gold, Orange, Green, Purple, Blue, Brown, Red and Black.
So it is possible that he did hold a brown belt.
